Officers

 

President 

Jim Leaman became President of the Virginia AFL-CIO on February 12, 2006. As President, he heads an organization that represents 150,000 union members in the Commonwealth of Virginia. The Virginia AFL-CIO speaks for labor collectively in Virginia and advances labor’s political and public positions. It represents a consensus of labor’s priorities, policy and opinions. He lobbies the Virginia General Assembly and members of Virginia’s congressional delegation. The Virginia AFL-CIO works tirelessly to elect lawmakers who share the concerns of Virginia’s working men and women. 

Jim served as Secretary-Treasurer of the Virginia AFL-CIO from 1990 to his election as President in 2006. He managed a budget that in some years exceeded one million dollars. During his 15 years as Secretary-Treasurer, the State Federation has raised per-capita dues only twice. He also managed the Virginia AFL-CIO’s political program helping elect worker friendly candidates to local, state and federal offices. Over the years, Jim has served on various state boards and commissions relating to labor and employment. He is a member of the Virginia Democratic Party Steering and Central Committee . 

Jim was born in Washington D.C. and was a member of the Communication Workers of America for thirty-five years. He is currently a member of Ironworkers Local 5.

Secretary-Treasurer 

Doris Crouse-Mays started her Union career with the Communications Workers of America. Her first political campaign was for Congressman Rick Boucher, who was trying to unseat a sixteen year incumbent. The campaign was a success and Congressman Boucher still holds that seat today. 

Doris worked for the ILGWU (now UNITE/HERE) and CWA as an International Organizer. While at CWA, under her leadership, CWA had 4 elections in one year, winning 3 of the 4. As a result, CWA District 2, received the Joe Beirne Award, CWA’s highest award for organizing. In 1998, Doris went to work for the National AFL-CIO. 

In 2001, Doris was the statewide coordinator for the Labor Program and Mark Warner was elected Governor and Tim Kaine, as Lt. Governor. In 2003, Doris went to work for the Virginia AFL-CIO as Political Director. Doris led the Labor 2005 program to elect Tim Kaine, Governor of Virginia.  

On Feb. 12, 2006, Doris was elected Secretary-Treasurer of the Virginia AFL-CIO, the first woman to serve as an executive officer of the Virginia AFL-CIO. In August 2006, Doris was re-elected for a 4 year term. Doris is married to Mike Mays, a Business Agent for Sheetmetal Local 100.

Doris is a member of the Virginia Democratic Party Steering and Central Committee. In 2008, she was elected to the Democratic national Committee.
